Doç. Dr. Sevgi Kulaklı, 1982 yılında Bulancak/Giresun’da doğmuştur. Tıp eğitimini 2006 yılında Hacettepe Üniversitesi Tıp Fakültesi’nde, uzmanlık eğitimini Hacettepe Üniversitesi Tıp Fakültesi Deri ve Zührevi Hastalıklar Anabilim Dalı’nda 2007-2013 yılları arasında tamamlamıştır. 2013 yılında Rize Devlet Hastanesi’nde başladığı devlet hizmeti yükümlülüğünü 2015 yılında Giresun A. İlhan Özdemir Devlet Hastanesi'nde tamamlamıştır. 2014-2019 yılları arasında Giresun A. İlhan Özdemir Devlet Hastanesi'nde uzman doktor olarak görev yapmıştır. 2019 yılında Giresun Üniversitesi Tıp Fakültesi Deri ve Zührevi Hastalıklar Anabilim Dalı’na Dr. Öğr. Üyesi olarak göreve başlamış 2024 yılında Doçentlik ünvanını almıştır. Ocak 2026 itibariyle İstanbul Medipol Mega Üniversite Hastanesi Deri ve Zührevi Hastalıklar Anabilim Dalı’nda hizmet vermeye başlamıştır.
